Mr. Likando Kalaluka, SC, is the former Attorney-General of the Republic of
Zambia (from 2015 to 2021). He was the chief legal advisor of Government
and an ex-officio member of Cabinet.
As Attorney-General, he was overseeing the Legislative Drafting and Law
Revision department (responsible for drafting statutory instruments and
government Bills to be presented to the National Assembly for enactment in
to laws); the Civil Litigation and Debt Collection department (where he
represented the Zambian Government in civil, commercial and investor-state
arbitral proceedings); and the International Law and Agreements departments
(responsible for routinely vetting and approving contracts, treaties or
conventions to which Government intends to become party or in respect of
which the Government has an interest before they are signed.
He has substantial board experience having been Chairperson of the Zambia
Institute of Advanced Legal Education (ZIALE) Board and Chairperson of the
Anti-Money Laundering Authority (AMLA) and member of several boards,
including the Road Development Agency (RDA), Road Transport and Safety
Agency of Zambia, the Zambia Revenue Authority (ZRA), Zambia Public
Procurement Agency (ZPPA), etc.
He obtained his Bachelor of Laws degree (LLB) from the University of Zambia
and a master’s degree (LLM) from the University of Galway, in Ireland.
Current PhD student in international investment law, at the University of
Derby in the United Kingdom.
He is also a Fellow of the Chartered Institute of Arbitrators (CIArb), United
Kingdom and a mediator accredited to the Centre for Effective Dispute
Resolution (CEDR). He is a member of the Beijing Arbitration
Commission/Beijing International Arbitration Centre (BAC/BIAC) and is
admitted to the panel of Arbitrators for International Investment Arbitration in
China
He is currently the Managing Partner of Messrs. Likando Kalaluka & Co, a law
and arbitration firm, in Lusaka, Zambia.
